[MissoulaGov] discrimination ordinance

I do hope that "social origin or condition" will be added as one of the groups.   Also, ALL of the City departments will update their policy manuals.  I asked Chief Muir to add this to the MCP manual when they did the re-write (it is part of the Montana Constitution!) but he told me it wasn't added.  This request was made after I heard an officer (on the scanner) reply to another officer regarding a traffic stop "that's what you get for being poor".
