Bob,
Re the transportation impact fee and trip-making downtown.  The reason the
numbers are lower downtown is because these are private vehicle trips.
 Downtown business people and residents are taking the same number of trips
as people elsewhere.  They are just using biking, walking and transit for a
significant portion of them.
