[MissoulaGov] Goals for Council

I'd like to bring the tone and intensity of the past conversations down 
a bit, and move it to another topic.

I commented to a Hellgate High School junior that the City Council was 
looking at future plans and priorities, and what would they suggest. 

They immediately responded that they would like to see more recycling 
bins next to trash containers all over town, especially downtown!  
Figuring out how to to put up bins and get them emptied would be a nice 
start at an environmentally friendly cooperative community gesture.  
Maybe even ask a few high schoolers for advice.
