Several years ago the departments had identified, through the budget process and strategic planning, which services each department provided that were mandated and which were not mandated.  If you can find that work and update with new mandates it would save you a lot of time.  That way you are only looking at services that are not mandated and the council can then prioritize services within that non-mandated grouping.  Just a thought.
