[MissoulaGov] Historic Preservation Ordinance

St. Francis Elementary School is a contributing structure in the
Downtown Historic District, and has also been determined to be eligible
for listing as part of the St. Francis campus district.  It was built by
the St. fFancis parish in 1927, The new school contains eight
classrooms, with an auditorium in the west wing, and a gymnasium in the
east wing.  Debt to the parish for the new facility is documented at
over $100,000. (in 1927).  I see and sign every demolition permit, and
have had some luck persuading owners to repair rather than demolish, or
to sell, rather than demolish.  In this case, as I understand it, the
parish will demolish the school and replace it with a parking lot, and a
parish center designed by Paradigm, that will connect the parish
hall/Rectory to the St. Francis Church (which is individually listed in
the National Register).  We do not have plans in for approval at this
time.
If the ordinance were in place, there would be a process for review of
the demolition plan and review of the proposed plans that could take at
the most 90 days, before the demo permit would be signed.  If the
ordinance were in place last year, the permit could have been requested
and granted months before the actual demolition began.  In this case, a
number of people and groups tried for a number of years to work out ways
the school could be adapted to other social purposes consistent with the
mission of the church.  We did not succeed in that effort, and the
building will be demolished.
