[MissoulaGov] Historic Preservation Ordinance

Thank you Dan. I didn't reference our productive conversations because I
didn't want to present to speak for you or your organizations.

My concern about including Historic Districts is one of application. As
I've said to you, how can the City support the integrity intended in the
Historic Districts, without insisting upon demo and architecture review on
properties that are within Districts but clearly are not Listed, Eligible
nor Contributing.

I'm sure there is a solution.

Joe, with regards to the four points you've raised, Preserve Historic
Missoula understands and supports your position on the need to clarify
language so that it is apparent that the historic preservation ordinance
will not change the underlying zoning of a property. We support your
concept of the downtown and delaying the ordinance for the downtown until
design standards and guidelines are developed; however, our position is that
there must be a clearly defined time line for writing and adopting these
standards and guidelines. We have met with numerous people in our community
in an effort to find common ground in this process and we understand your
concerns about these points. However, Preserve Historic Missoula will not
support removing our historic districts from the ordinance. Missoula's
historic districts have been listed on Preserve Historic Missoula's Eleven
Most Endangered Historic Sites list for the last two years because they do
not have any protection. The preservation and protection of Missoula's
historic districts are a very high priority for our organization. We want
to make it clear that we appreciate your candor and willingness to work with
us on this ordinance, if people would like to sit down in a productive
fashion to discuss the ordinance in more detail, feel free to give me a call
any time.

Dan Hall,

President,

Preserve Historic Missoula
