Just to get the numbers right - 
I just heard back from Philip Maechling, who said the Preservation Ordinance, as drafted so far, would apply to:

About 1,950 Properties
Just under 3,000 structures (some properties have multiple structures)
Totaling about 7 % of the city of Missoula
