Take a look at this letter from the Spokane paper.

We spent the Labor Day weekend visiting a foreign country – Missoula.
The number of bicycles and bicycle lanes was surprising; astounding
was seeing the police vigorously ticketing a bicyclist who did not
follow the rules of the road for bicycles (Missoula bicycle rules are
very specific).
Part of the foreignness of Missoula was never encountering a beggar
while mixing with the crowd downtown. The strongest alien feeling came
when we drove around various sections of the city. In many ways it
felt like Spokane, with areas of small bungalows or Victorians or
large developments. But we never once encountered a pothole or a
rough, badly patched street. A foreign country indeed.
