Thanks for the explanation. I can see how all that work adds up, and why it
would be wise to approach future projects with a "do it once and do it
right" mentality.

It's not hard to have a fire hydrant installation easily costing more than
$10k. To start with there are the engineering and admin costs. The mains are
usually located under the streets so it requires busting up and disposing of
pavement, curb, gutter and maybe curbside sidewalk (although in F2F that
type of pesky basic infrastructure is much less present); then digging a
huge pit for Tee-ing on a very large line, the cost of the standpipe itself;
then putting it all back together again.. curb, gutter, paving, etc..

Join us at one of our F2F neighborhood council meetings if you want to find
out more about the fire hydrant locations and needs. The neighborhood has
done an infrastructure plan, finalized in 2006, which surveyed a full
spectrum of our deficiencies all the way from street lighting and sidewalks
to traffic calming concerns. One of our active members is on top of the fire
hydrant issues "like white on rice"; I can connect you with him to learn
more than you might have wished for about our fire hydrant situation.
