On Tuesday, July 21 -- the Missoula Planning Board will be conducting a
public hearing on the proposed Historic Preservation Ordinance.

This Ordinance is truly shocking in its scope of powers. Essentially it
would seize approximately 3500 properties and turn over physical and
intellectual control of those properties to one city employee... the "Historic
Preservation Officer." Any attempt to modify one of these properties, in anyway
which affects the outside appearance... would require OPG to issue you a
"Certificate of Appropriateness" ... letting you know that improvements to
the property you pay for and manage.... meets their completely undefined
notions of what is historically appropriate.
Forget the idea that you might decide to paint your house in a color scheme
you like -- instead you will have to head downtown ... stand in line...
pay another fee... discuss the merits of your color choice with the
government, and hopefully get approval via a "Certificate of Appropriateness". Do
we really need local government mandating creative conformity, and censoring
architectural thought, by issuing Certificates telling us what is “
appropriate”?
Supporters of this idea count on your apathy to slide their agenda
through. It is finally time to step up and push back. Please show up and tell them
that these choices are the rights of the person footing the bill for the
property not local government. There are much more effective methods for
preserving Missoula's architectural heritage than this regulatory nightmare.
We need to have this one tossed out and start over.
Again... the hearing is scheduled for Tuesday, July 21st at 7pm. The
hearing location is City Council Chambers, 140 W. Pine St., Missoula, MT. I hope
you can attend.... it will take much less time than trying to secure a
Certificate of Appropriateness.
