[MissoulaGov] panhandling ordinance

Hi.
When Bob J said "outside edge of the sidewalk" (earlier) it's not
clear whether he meant the outside edge of the private property or the
outside edge of the public property.
At any rate, sidewalks are usually (not always) within the
right-of-way, and are public places.
Boulevards are also usually within the right-of-way, and are public
places.
