Thanks Gary, that is correct. Seth, this would include the boulevard. 
But I think you would be OK since the intent of the ordinance is to keep those with homes from having to see or achnowledge the homeless.

Bob, the way I read the proposed ordinance, Section 3, 9.34.40 A., on
any street, sidewalk, or other public place with the city limits.  That
expands the area of prohibition to maybe even parks.

It would only apply to the right of way, which generally goes to the
outside edge of the sidewalk.
