[MissoulaGov] panhandling ordinance

I assume this would include a 'Boulevard' as defined here:

"(9) BOULEVARD – An area of public right-of-way or private easement between 
the edge of the street or road, whether curbed or not, and the walk way. The 
boulevard is landscaped primarily with grass, trees, shrubs and other 
vegetation, which is intended to be kept as park-like space and a sidewalk. A 
boulevard or parkway median is a landscaped area located in the middle of the 
street or road."

I assume it would be forbidden to lay or sleep on the boulevard in front of 
ones home?
