[MissoulaGov] Signs

While it's a slightly different concern than our electronic signs, it 
may prove useful to monitor how LA handles this problem.  They may come 
up with creative solutions that Missoula could adopt to address our 
electronic sign challenges and I'm sure we don't want to have to fight 
signs like those being put up in LA.
