And of course I missed an important element.

 

Neighbors were concerned that the 3 acres of ag preservation would
necessitate more clustering of homes.  They believe that the appearance of
intense development is out of character with the neighborhood even with a 3
acre ag land buffer.  The neighbors also had differences over where the ag
land should go (east side buffer or north side buffer).
