It's my understanding that the overlays would be considered zoning map
amendments and therefore would require a full rezoning process with
recommendations from staff, public hearings, and approvals from Planning
Board, City Council etc. Hmm.... worth more discussion I think. If
that's not correct, could someone please let me know?

Bob, does the zoning re-write include discussion or guidance on the
notion of "overlay"? For example, is a PUD an overlay or a full
rezoning? In some communities a PUD's underlying zoning remains
intact--and a property owner can request a PUD be lifted (as an
administrative action) should conditions suggest there's better use for
a property, thereby restoring the underlying zoning. Other communities
regard a PUD as an individualized zoning category...leaving a property
owner in the position of having to go through a full PUD/rezoning
process as the only remedy to changing circumstances.
Also, am I correct we no longer treat CLB and CLB-1 as overlays?
