[MissoulaGov] Parking Kiosks

If, by gads, we have to enslave ourselves to oil and energy consumption to
have electronic meters payable by plastic, let's set it up so that downtown
customers could be given single-use debit cards (chargeable to the city)
that would cover the cost of parking for the duration of their business
tour.  The city would never actually pay the charge, making it essentially
"goodwill".  There would be no distinction among retail, banking, legal and
whatever "business" as far as disbursing the cards.  Folks could recycle the
cards as convenience allows.

That's no fair to employees!  True. But, more often than not, a cost of
employment is transportation, moving and storage.  Some businesses are
capable of subsidizing transportation and parking.  If not, the cost is an
incentive for folks, including CEOs, managers and business owners, to find
alternative means.  If I choose not to use alternative, less expensive
means, that is my prerogative and my cost: It is not society's obligation to
modify my behavior.
