But where exactly does the extra money come in?  In the other accepted 
forms of payment most kiosks offer (over coins)?  Cards (reloadable and 
otherwise) can be accepted by on-the-pole meters.  I think some can even do 
bills (though I don't specifically recall seeing any).  I'm betting the per 
unit costs for those meters are more than the simple mechanical meters in 
use now. (I'm thinking POM APM series units)

I don't personally care whether it's a kiosk or a pole device, I hate 
having to carry change specifically to feed the meters.  Reloadable (stored 
value) cards might even be an acceptable alternative to individuals who 
frequent the downtown area, obviously not so much so for tourists.
