[MissoulaGov] parking meters

Me three - not a fan of the parking kiosks. We have them up here at the U
and I hate them in this weather. They stopped taking quarters this year.
They are a really long ways from the actual parking most of the time. You
have to stand in line out in the cold waiting for someone trying to load a
dollar with frozen fingers. Also, it seems like they are broken quite
often, so you have to go back to the car, write a note and put it on the
dashboard and hope you don't get a ticket. Also, parking meters are very
convenient bike parking.
It's confusing for tourists - there would probably have to be signs and
more signage is NOT what we need. There's more than enough public signage
(see roundabout at Beckwith/Higgins). I like our parking meters. I think
the parking commission should come talk with council before doing this.
