Interesting & pertinent question -- would seem to me it will be an added
responsibility for the business owners as they shovel the sidewalks and push
the snow to the street -- a nice thought -- clearing the bike lane instead
of pushing the snow into it :-)  -- unless they don't like bicyclists? :-(
