[MissoulaGov] Bike Boulevard discussion continued

In addition to consideration of Gerald as a potential bike boulevard, I submit that 4th Street is a great candidate also. It is already partway there with many existing traffic circles; but challenged at Orange and Russell. The BrB railroad crossing could/should be made bike/ped only (and the existing 4th St. motor vehicle crossing "banked" with MRL for any future car crossings that may be needed elsewhere). Probably due to the calmed nature of 4th St and discomfort on 3rd and 6th, many cyclists use 4th all the way from Schilling to the BrB Trail or Higgins. The Bike Boulevard route could easily be strung thru the Franklin neighborhood down to 7th then westwards, across Reserve continuing along 7th where there is a decent shoulder to move along.
