[MissoulaGov] excessive missoulagov email

Every time there is a flare up of activity on the mailing list there are a
few new subscription requests but also a few unsubscribe requests. If you
would like to limit the mail you get from this list to one per day maximum I
can set you up to get the digest.

The easiest way to do this is for you to just send me an email requesting
this.
