I agree. I have seen projects like this evaporate if delayed because
cost increases make them no longer feasible. This is a safety project,
and so delays also delay improving the safety of those needing to use
that intersection.

I would vote for building it sooner than later. Construction can be
disruptive any time of year. This project has dragged on long enough,
and costs will only continue to escalate and the poor safety of the
intersection will remain until it is done.
