[MissoulaGov] higgins roundabout this fall: Committee Update 7-9-08

I would vote for building it sooner than later. Construction can be  
disruptive any time of year. This project has dragged on long enough,  
and costs will only continue to escalate and the poor safety of the  
intersection will remain until it is done.
