President Addresses the Congress and Outlines FY 2010 Budget


On Tuesday February 24, President Barack Obama addressed members of
Congress and delivered a 51 minute speech, which focused largely on
domestic policy. President Obama focused particularly on the economic
crisis, but sought to strike a hopeful tone by insisting that we "We
will rebuild, we will recover, and the United States of America will
emerge stronger than before" Within his speech he spoke of an agenda
that, among other things, would push for better schools and education
for all.
 
Close on the heals of his first Presidential address to Congress,
President Obama delivered his budget "blueprint" for fiscal year  2010
to Congress on Thursday. The $3.6 trillion blueprint outlined broad
spending, but did not give specific details regarding how the money will
be spent. The Department of Education released a summary of portions of
the bill slating money for education programs

on: 1) creating incentives for states to build early childhood "Zero to
Five" systems; 2) Strengthening reform in public schools to meet the
needs of all students by working on improving assessments and rewarding
effective teaching; and 3) helping students get into and graduate
college. 
 
CEC applauds President Obama's interest in improving education and will
continue to advocate for policies that benefit children and youth with
disabilities and the professionals who work on their behalf.

House Passes 2009 Funding Bill; Provides Increases for IDEA

 

On Wednesday, the House of Representatives voted to approve legislation
to fund federal programs for fiscal year 2009, work which was left
unfinished when Congress adjourned at the end of last year.  Many IDEA
programs received increases, while the nation's only federal program
focusing on gifted education - the Javits Act - was level funded.  The
Senate is expected to vote on this legislation next week. 
 
These funding increases come just after Congress passed and President
Obama signed into law the American Recovery and Reinvestment Act,
legislation which provides over $100 billion for education.  (See CEC's

Over the last year, CEC members actively advocated for increased funding
for programs impacting special and gifted education for fiscal year
2009.  While CEC is pleased that many programs supporting special
education and early intervention received funding increases, programs
such as IDEA's preschool program, IDEA's technology and media services,
research in special education and the Javits Act all have been
chronically under funded and in need of an increase in Federal support.
CEC will continue to advocate on behalf of all IDEA programs, special
education research and gifted education.

Congress Passes New SCHIP Legislation 

 

This January Congress passed H.R. 2, the Children's Health Insurance
Program Reauthorization Act (CHIRPA) of 2009. The bill was signed into
law by President Barack Obama this month. This new law will expand the
health coverage program to include about 4 million children by 2013. It
also strengthens and extends the Children's Health Initiative Program
(CHIP) over a four and a half year period. 
 
CEC supports the passage of this bill which will result in a substantial
increase in health care coverage for millions of children. This new law
is coming at a critical time when more and more families are losing
their jobs and thus their health insurance due to the economic downturn.
CHIRPRA will give states the resources and tools they need to sustain
and strengthen their CHIP programs and enroll more of the uninsured
children.
