DEC ALERT - Contact your Senators!
Support the Senate Recovery Bill with funds for Part C, Part B and Set-aside for 619!

This is a very important week for passage of the recovery (stimulus) package. The Senate will be debating their version of the bill all week and plans to vote late in the week. The House has already passed its version of the bill.

Please read CEC's alert below and take a few minutes to contact both your Senators and ask them to support the recovery bill with the IDEA increases.

The House and Senate bills include $13 billion for Part B.

The House bill does not include any funds for 619 but the good news is the Senate bill requires LEAs to spent at least 15% of the extra Part B funds they receive from this recovery bill.

The House bill includes $600 million for Part C and the Senate bill includes $500 million for Part C.

On Wednesday, the U.S. House of Representatives passed the American Recovery and Reinvestment Act<http://rs6.net/tn.jsp?et=1102435835132&e=001z_EpiF7nYqxIkCoEydjH2VJypP8bOKbdtc6jgGPh11UADEi-PfOWThSvv0kKObfu95YFPrVtibkpthwZqsflhHatbqgtNJBnok58B5yBvWSRtWNKEelEocXxIpUr9Dhu>. This legislation provides historic increases in funding for IDEA Grants to States (Part B) and the Infants and Toddlers with Disabilities Program (Part C), funding that CEC and its members have advocated for since IDEA's inception.  While the bill passed by a vote of 244-188, every Republican and 10 Democrats in the House voted against the bill. Throughout the legislative process, CEC has been actively advocating for Congress to include critical provisions benefiting children and youth with disabilities and the professionals who work on their behalf.

CEC thanks all of its members who contacted their Representatives to demonstrate the nationwide need for additional IDEA funding.  But we still need your help!

Next steps in the process...

With the Senate scheduled to start debating their version of the American Recovery and Reinvestment Act on February 2nd and a full vote expected later next week, CEC is urging its members to contact their Senators in support of IDEA funding.  To answer mounting opposition, CEC urges you to contact your Senators using CEC's Legislative Action Center <http://rs6.net/tn.jsp?et=1102435835132&e=001z_EpiF7nYqxgbu0rbLUlhivv4uupfa_ycESRkw2ZqDnnZenulUCkx_Unx6XzDRyQCOTTUkLTWm0T_AdLX2GcoQVu6nLmAX8rWjfPHG0YLBgwJ-n80_YPlIyXT0DkYiMR> to express your support!

While much of the Senate and House versions of the bill remain the same, there are some differences within IDEA provisions. Within the Senate bill, CEC is supporting a provision which would provide $13 billion for IDEA Grants to States (Part B) with at least 15 percent of this money to be allocated for IDEA's Preschool Grants Program (Part B - Section 619). The House version does not include a provision for IDEA's Preschool Grant Program.  Also included in the Senate version is $500 million for IDEA IInfants and Toddlers with Disabilities Program (Part C), rather than the $600 million passed by the House. CEC is supporting $600 million for Part C (see next story below for more details on all of the differences concerning education funding).

The money contained within this bill is an unprecedented investment that will provide much needed relief to state and local governments struggling to balance their budgets.
