Subject: Subdivision Leaders - House To Vote Tomorrow!

DEC Alert
House To Vote On Medicaid Moratoria on Tuesday!
Emails and Calls To House Members Needed TODAY

Tomorrow, April 22, 2008, the full House is scheduled to vote on the legislation to enact moratoria on 8 sets of Medicaid regulations including 3 that are very damaging to IDEA (TCM, Rehab and Administrative Claiming.) Despite the President's threat last week to veto this bill, ALL the members of the House Energy and Commerce Committee voted to support the bill and send it to the floor. It is critical that there be enough votes in the House to overturn a Presidential veto.

The companion Senate bill, sponsored by Senator Rockefeller, includes these moratoria on Medicaid regulations but also includes state fiscal relief measures. The two bills will have to be conferenced and a single bill passed by both House before the bill can go to the President for signature.

The following is an alert from LEAnet a coalition of over 4100 individuals and organizations (including DEC) working to stop these Medicaid regulations. You can use their Legislative Action Center or go to the CEC Legislative Action Center to send a message to your House Representative!

Thanks for all you do!

LEAnet - We Can Win This Thing! Right Here and Right Now
On Tuesday the full House will vote on H.R. 5613. All signs indicate it will pass. Our objective is to make sure it passes with enough votes to send a clear message to both the Senate and the White House that the bill must be enacted into law.

You can find the full text of the bill - it is not very long - here<http://rs6.net/tn.jsp?e=001KHINEtwkJWLKJr5BB-7YRLjO5yqYLgVyeTNbVw_CNdWg-hWxy94rehZ5eWbwcGfNUdVBr3K3f5R7Qy2PxWb1uN9G1gPwzt20N0WQi8YcnGByTLZv8ttu4ljYWF6vbGHoIaLMCSonOfgUjWZmaShNJ4KoiIIMFfNJbqNPX2wPUUvVHFgaPMjaO-uuHIkPCfG1l2L1egMFj8Q2dSzhcegO5tyPi%20>. You can identify your member of the House by going here<http://rs6.net/tn.jsp?e=001KHINEtwkJWL2WRdJIPPNYU6RAI6dvStuqQtALsSK041pNNuD5AFtMiKvZY_x9DYAX9GWG2VhLnjeI-yHpwaHom6TtMtZThYeWlPH5dZrOnr05TEB8ntlz6fapWAoBI2J9XDxbugZTuQ=> and typing in your zip code. If your Representative is on the list below, call the Capitol Switchboard at (202)224-3121, ask for your Representative's office, and when someone answers tell them who you are, where you live (Just the town, so that they will know they are talking with a constituent) and that you are calling to urge the Representative to support H.R. 5613, which will come up for a floor vote on Tuesday. If they want to know why, tell them that the bill is critical for children's health programs and that the moratoria will allow time for Congress to give careful consideration to the proposed CMS regulations.

1. Spencer Bachus (R-AL)
2. Jo Bonner (R-AL)
3. Shelley Moore Capito (R-WV)
4. Vernon Ehlers (R-MI)
5. Rodney Frelinghuysen (R-NJ)
6. Wayne Gilchrest (R-MD)
7. Ric Keller (R-FL)
8. Mark Steven Kirk (F-IL)
9. Ray LaHood (R-IL)
10. John Mica (R-FL)
11. Ileana Ros-Lehtinen (R-FL)
12. Jim Saxton (R-NJ)
13. Jean Schmidt (R-OH)
14. Chris Smith (R-NJ)
15. Lamar Smith (R-TX)
16. Zach Wamp (R-TN)
17. Joe Wilson (R-SC)
18. Frank Wolf (R-VA)

Go for it! If we come out of the House with enough votes, we can build the momentum to move the moratoria into law.

Never made a call to a Congressional office? It is painless - far, far less painful than losing reimbursement for administrative and transportation services on June 30. Think about that and then pick up the phone and call. You can make it happen!

(If you would like to see the list of H.R. 5613 cosponsors you can find it here<http://rs6.net/tn.jsp?e=001KHINEtwkJWLXgePqXb8P_j_7XXG9zbEAJUqlQjf_oEVgqHubzr7refIVhtjmVyIvC5ieU4QGOYfHfukO2r0r_OHjcR9aB75CmGrIDYu-aLjcIxK3l7n6YQg02o7UgI1WWAbv8r3WwNQtBOAa2FagxrMNen_DpoNPpRM2mdMOxy8DOo7QVnKrxw==>.)
