Subj: Wednesday conference call with Secretary Duncan re: Early Learning
Challenge

Dear Colleagues,

On Wednesday, Feb. 17 at 4:30 PM ET, the U.S. Department of Education
invites you to join Secretary Duncan for an update on the Early Learning
Challenge Fund and the proposed legislation that would establish the fund,
the Student Aid and Fiscal Responsibility Act (SAFRA). This bill, which has
been awaiting action in the Senate since passing the House in September,
would move away from subsidizing private lenders to a direct loan program
and reinvest the savings into early learning, expanded college aid and other
student-serving initiatives.

We urge you to invite your state- and local-level affiliates to this
important discussion with Secretary Duncan, Senior Advisor for Early
Learning Jacqueline Jones, and Joan Lombardi, deputy assistant secretary and
inter-departmental liaison for early childhood development at the U.S.
Department of Health and Human Services.
