IDEA 2004 Part C Proposed Regulations are now available and open for
comment!
The proposed amendments to the regulations governing the Early Intervention
Program for Infants and Toddlers with Disabilities would implement changes
made to the Individuals with Disabilities Education Act by the Individuals
with Disabilities Education Improvement Act of 2004.
Copies can be downloaded from the Federal eRulemaking Portal at
http://www.regulations.gov/
1. Select ³Department of Education² from the Agency drop-down menu
2. Then select ³Proposed Rules² from the Document Type drop-down menu
3. Click on ³Submit²
4. You will see ED_FRDOC_0001-0005 Early Intervention Program for Infants
and Toddlers With Disabilities
5. Click on one of the ³Views² icons for a pdf or html version of the
Federal Register
6. You may submit your comments on the proposed regulations by clicking on
the ³Add Comments² icon
You may also submit your comments via postal mail, commercial delivery, or
hand delivery. The Department of Education will not accept comments by fax
or by e-mail. Include the Docket ID - ED-2007-OSERS-131 - at the top of your
comments and submit comments only one time. Comments must be received by
July 23, 2007.
Finally, oral comments can be provided during the scheduled public meetings.
Specific locations for public meeting will be announced in a separate
Federal Register posting.

DEC is working with CEC and the Infant and Toddler Coordinators Association
(ITCA) to develop a side-by-side comparison and analysis of current IDEA
Part C regulations and the proposed regulations. The group is also working
on developing comments on the proposed regulations and recommendations for
the final regulations.
