Good afternoon. On January 25th, Senators Chuck Hagel (R-NE) and Tom 
Harkin (D-IA) introduced S. 2185, the "IDEA Full Funding Act." This act 
calls for Congress to fully fund IDEA at 40 percent per pupil 
expenditure by 2011. As you may recall, the 2004 reauthorization of 
IDEA called for full funding by 2011.  However, when the President 
signed the Labor, Education and Health and Human Services 
appropriations bill into law earlier in January, funding for IDEA was 
cut to 17.8% per pupil expenditure. S. 2185 would restore the 
incremental funding increases called for in the 2004 reauthorization.

Co-sponsors of this bill are listed at the end of this message. Members 
are urged to contact their Senators to either thank them for 
co-sponsoring the bill or to encourage them to co-sponsor this bill.
